The Multi Sector Review and Development Plan for Jerusalem, commonly referred to as the Multi Sector Review, was initiated in 1997 by the Arab Studies Society to create strategic development models for Arab East Jerusalem.  The project is sponsored by the European Union and began implementation in March 2001.

In the absence of a representative government and an uncertain outcome in the negotiation process, The Multi Sector Review pursues a strategy which is conducive to the many uncertainties surrounding the planning process in East Jerusalem. It is based on the assumption that:
1.  There is a need to establish participatory structures that give Palestinians voice and ownership and that make planning transparent and planners accountable.  It is proposed to achieve this by having Palestinian representatives from the the sectors of business, housing, infrastructure, etc. who are able to participate in workshops and community meetings to compile feedback and data necessary for the formulation of developmental models.  
     
2.   For the implementation of these developmental models active bodies from the private sector, non-governmental organizations, self-governing bodies and similar organizations will be activated, at least in the short-term, for implementation.
     
3.  Uncertainty about the long-term outcome of the negotiation process suggests requires contingency planning based on alternative institutional scenarios.
     
4.   The proposed planning process should be used to strengthen sector institutions that assume quasi planning functions through training and advise in data collection, analysis and project development.
     
5.   Integrated sectoral planning is vital to creating effective and appropriate urban development models for Arab East Jerusalem.
